If I recall correctly, the boat was for 5 people, but there were four people in it from the start, one of them was Mr. Penns personal photographer, obviously indespensible. So there was no room for any people that needed rescuing...

The picture shows Mr.Penn minutes after putting said boat in the water, trying to keep the boat floating since noone in his entourage remembered to put in the plug in the hull, so water kept rushing in...; 3:09 PM
